Hermain Cain is right about how he would have fared under Obamacare.

During last Thursday's GOP presidential debate, Herman Cain told the audience that he'd be dead if Obamacare had been in effect when he was diagnosed with colon and liver cancer in the spring of 2006. Cain has often made this statement on the campaign trail, so the moderator asked him to elaborate. Cain answered by pointing out that "from March 2006 all the way to the end of 2006, for that number of months, I was able to get the necessary CT scans, go to the necessary doctors, get a second opinion, get chemotherapy? go to get surgery, recuperate from surgery, get more chemotherapy in a span of nine months." He went on to suggest that, under Obamacare and its bureaucratic red tape, his diagnosis and treatment would have unfolded far more slowly and that probably would have been fatal.

This provoked a predictable flood of fact-free derision from numerous progressive pundits. Steve Benen's response was typically snide: "What Cain is peddling is little more than 'death panel' garbage without the literal phrase." More surprising was the skepticism with which some critics of Obamacare responded. David Whelan at Forbes, for example, wrote that Cain was overstating his case: "ObamaCare's main feature is throwing money into the current system. There's very little change to how care is delivered." This is particularly na?ve coming from a writer whose bio says he has "a job in hospital finance." A key feature of Obamacare is the Accountable Care Organization (ACO), and it will affect the delivery of care more profoundly than any development since Medicare introduced the Prospective Payment System (PPS).

For readers sensible enough to have avoided careers in health care finance, PPS is a price control scheme whereby Medicare began paying hospitals a fixed fee based on diagnosis rather than the patient's length of stay or cost of treatment. Within a decade of its implementation during the early 1980s, a tectonic shift occurred in the way care was delivered. Because PPS applied only to patients who spent at least one night in the hospital, it created a powerful incentive to treat patients on an outpatient basis whenever possible. And, as any health care economist would have predicted, the number of outpatient surgery procedures skyrocketed. As the New York Times reported a decade after the introduction of PPS, "The shift? to outpatient surgery accelerated in the 1980's, growing at a rate of more than 10 percent a year."

ACOs will affect patient care in an equally dramatic fashion. However, instead of merely shifting the setting of care, they will slow down the speed at which it is delivered. How? As with the PPS system, it's all about the incentives. The ostensible purpose of an ACO is to achieve high quality and efficient care by encouraging a group of hospitals, physicians, and other providers to work closely together on a particular population of patients. But, under the ACO rules proposed by Donald Berwick and his fellow bureaucrats at the Department of Health and Human Services (HHS), "quality" and "efficiency" will be measured in terms of money. "If the ACO is not successful it? is at risk of having to pay money back to CMS, and its participating providers may find that their own Medicare reimbursement is subject to recoupment by CMS."

Dr. Paul Hsieh, of Freedom and Individual Rights in Medicine, recently phrased it thus: "Under the ACO system, patients basically become cost centers for hospitals and doctors." In other words, a system purportedly designed to promote quality and efficiency actually creates disincentives that discourage physicians from pursuing those goals. As Hsieh goes on to ask, "If his patient has chest pain and needs to see a cardiologist, should the physician recommend the better but more-expensive expert across town -- or steer him towards the cheaper but not-quite-as-good cardiologist in the same ACO?" Obviously, this puts the physician in an awkward ethical position. Obama's HHS apparatchiks have fashioned a system that will sometimes force him to choose between his financial wellbeing and the health of the patient.

And if you're thinking you can avoid the clinical dithering and ethical ambiguity that will inevitably result from the incentives HHS has built into their system, think again. Another distinctive feature of Obamacare's ACO system is "blind assignment." Unless someone imposes some sanity on the proposed rules, it is entirely possible that you could be retroactively assigned to an ACO without even knowing it. This means, in theory at least, that your doctor could be prescribing care according financial imperatives of his ACO rather than your best interests. Will he hesitate to send you to a pricey specialist or think twice before sending you to the hospital for an expensive diagnostic test, like an MRI or a CT scan? Will your doctor temporize if your symptoms are ambiguous, as they often are for patients with colon cancer?

If Herman Cain's doctor had been beset by such concerns, and had succumbed to them, we would probably be referring to him as "the late CEO of Godfather's Pizza." The man's chances of surviving his colon cancer were, according to his physician, about 30 percent. As to the tumors on his liver, which she didn't know about until she saw the results of his CT scan, she broke it to him thus: "I'm not sure what I'm going to do about those until after I open you up." So, despite the snide remarks of DNC shills in the blogosphere, the skepticism of media "fact-checkers," and even the doubts of more serious critics of Obamacare, Cain was absolutely right when he said, "I'm here five years cancer free because I could do it on my timetable and not on a bureaucrat's timetable."

The good news is that the ACO rules proposed by Donald Berwick and his minions at CMS, like the bleak prognosis provided to Herman Cain in March of 2006, are not the final word. Obamacare has been metastasizing at a rapid pace, but it isn't too late to stop the disease in its tracks. If the voters are willing to endure a harsh course of therapy that will often leave us nauseated, tired, and depressed, the cancer can be eradicated from the body politic. And it may well be that the specialist we need to call in is Herman Cain himself.

The testing began shortly after Bobby?s first birthday. By the time he was 19 he had been anesthetized more than 250 times and undergone innumerable biopsies in the name of science. Much of the time he lived alone in a cramped, barren cage. Bobby grew depressed and emaciated and began biting his own arm, leaving permanent scars.

Bobby is a chimpanzee. Born in captivity to parents who were also lab chimps, he grew up at the Coulston Foundation, a biomedical research facility in Alamogordo, N.M., that was cited for repeated violations of the Animal Welfare Act before it was shuttered in 2002. He is one of the lucky ones. Today he lives in a sanctuary called Save the Chimps in Fort Pierce, Fla., where he can socialize and roam freely. Last year the National Institutes of Health announced plans to put some 180 ex-Coulston chimps currently housed at the Alamogordo Primate Facility back in service, to rejoin the roughly 800 other chimps that serve as subjects for studies of human diseases, therapies and vaccines in the U.S., which is the only country apart from Gabon to maintain chimps for this purpose.

Public opposition is on the rise. In April a bipartisan group of senators introduced a bill, the Great Ape Protection and Cost Savings Act, to prohibit invasive research on great apes, including chimps. And when the NIH announced its plans for bringing the Alamogordo chimps out of retirement, objections from the Humane Society, primatologist Jane Goodall and others prompted the agency to put the plans on hold until the Institute of Medicine (IOM) completes a study of whether chimps are truly necessary for biomedical and behavioral research. The IOM project itself has been criticized: the NIH instructed it to omit ethics from consideration.

In April, McClatchy Newspapers ran a special report based on its review of thousands of medical records detailing research on chimps like Bobby. The stories painted a grim picture of life in the lab, noting disturbing psychological responses in the chimps. Then, in June, Hope R. Ferdowsian of George Washington University and her colleagues reported in PLoS ONE that chimps that had previously suffered traumatic events, including experimentation, exhibit clusters of symptoms similar to depression and post-traumatic stress disorder in humans.

That chimps and humans react to trauma in a like manner should not come as a surprise. Chimps are our closest living relatives and share a capacity for emotion, including fear, anxiety, grief and rage.

Testing on chimps has been a huge boon for humans in the past, contributing to the discovery of hepatitis C and vaccines against polio and hepatitis B, among other advances. Whether it will continue to bear fruit is less certain. Alternatives are emerging, including ones that rely on computer modeling and isolated cells. In 2008 pharmaceutical manufacturer Gla?xo?Smith?Kline announced it would end its use of chimps.

In our view, the time has come to end biomedical experimentation on chimpanzees. The Senate bill would phase out invasive research on chimps over a three-year period, giving the researchers time to implement alternatives, after which the animals would be retired to sanctuaries.

We accept that others may make a different moral trade-off. If the U.S. elects to continue testing on chimps, however, then it needs to adopt stricter guidelines. Chimps should be used only in studies of major diseases and only when there is no other option. Highly social by nature, they should live with other chimps and in a stimulating environment with room to move around. And when a test inflicts pain or psychological distress, they should have access to treatment that eases those afflictions.

The Animal Welfare Act affords chimps some protection. But clearly more is needed. To develop and enforce tighter regulations, the U.S. Department of Agriculture, which enforces the Animal Welfare Act, should establish an ethics committee specifically for biomedical research on chimps. The committee would need to include not just medical researchers but also bioethicists and representatives from animal welfare groups. Such measures would no doubt make medical testing on chimps even more expensive than it already is. Yet if human lives are going to benefit from research on our primate cousins, it is incumbent on us to minimize their suffering, provide them with an acceptable quality of life?and develop techniques that hasten the day when all of Bobby?s fellow chimps can join him in retirement.

Yemeni forces attack main opposition camp (Reuters)

SANAA (Reuters) ? The main opposition protest camp in Sanaa came under heavy mortar fire and sniper attack early on Saturday, just hours after President Ali Abdullah Saleh returned from a three-month absence calling for peace and an end to fighting in the capital.

One witness and protesters said troops loyal to Saleh, including the elite Republican Guard and Central Security forces assaulted the southern end of "Change Square," the heart of an uprising where thousands have camped out for eight months calling for Saleh's overthrow.

Hundreds fled from the southern end of the camp, they said, as the attack continued from midnight on Friday into Saturday.

"They (the government forces) used armored vehicles and weapons, rifles. It was an intense fight ... My house was shaking like crazy ... There are no protesters there now -- it's just armed people," said the witness, who lives near the camp.

The reports could not be verified.

Protesters said at least three people had been killed and 25 hit by sniper fire and shelling. A shaken medic said some of the bodies were severely mangled.

"We have ... one killed in a terrible way by the mortar fire -- we only have half a body," doctor Mohammed al-Qubati said at a mosque converted into a field hospital.

Protesters in the opposition encampment on the 4-km stretch of avenue they have dubbed "Change Square" said some buildings and tents were on fire and that protesters had retreated by about half a kilometer.

Saleh said on his return to Yemen on Friday that he wanted to see a truce to end days of heavy fighting in the capital, but opponents said they feared more bloodshed and the United States demanded he relinquish power.

"I return to the nation carrying the dove of peace and the olive branch," Saleh was quoted as saying by state television.

Saleh, who went to neighboring Saudi Arabia for medical treatment in June when he suffered severe burns in an assassination attempt, said a ceasefire would enable peace talks to take place.

QUESTIONS OVER FUTURE

His reappearance raised big questions over the future of the fractious Arabian Peninsula state, which has been paralyzed since January by protests against his 33-year rule.

In Washington, White House spokesman Jay Carney said: "We urge President Saleh to initiate a full transfer of power and arrange for presidential elections to be held before the end of the year ... The Yemeni people have suffered enough and deserve a path toward a better future."

In Sanaa this week, protesters escalated their marches by entering territory controlled by state forces, sparking a full-blown battle between loyalist and pro-opposition troops. Some 100 protesters were killed in five days of bloodshed.

Yemen, one of the region's poorest countries, also faces a worsening insurgency by al Qaeda militants, an uneasy truce with Shi'ite fighters in the north and separatism in the south.

Moments after state television's announcement of Saleh's return, Sanaa's streets erupted with bursts of gunfire and fireworks. Shelling rocked the capital's Hasaba district through the night in battles between heavily armed pro-opposition and government forces who nearly sparked civil war in the capital last May.

About 11 fighters were killed in those clashes, medics said.

Opponents saw Saleh's return as an attempt to rally for war and said they expected more bloodshed, while his supporters reacted with joy and said he could restore order.

"I'm so excited," said Akram al-Aghbari, a doorman. "He is an honorable and great man. I know he's coming to stop this terrible violence. People here without him only know how to rule with weapons, but with him back, just you watch."

Abdulghani al-Iryani, a political analyst and co-founder of the Democratic Awakening Movement, said violence lay ahead.

"This is an ominous sign. Returning at a time like this probably signals he intends to use violence to resolve this. This is dangerous," said Iryani.

"His people will feel that they are in a stronger position and they will refuse to compromise. Basically this means the political process is dead in the water."

SIGNING NEEDED

Many Yemenis thought they had seen the last of Saleh when he flew to Saudi Arabia in June for medical treatment after a bomb explosion at his palace left him with severe burns.

Saleh had been involved in negotiations mediated by Gulf states to leave office, repeatedly promising to step down only to change his position at the last minute.

Two members of Saleh's General People's Congress party denied opposition statements that his return spelled the end for a Gulf-brokered power transfer plan, which could see him hand interim power to Vice President Abd-Rabbu Mansour Hadi.

"This initiative remains effective and Hadi will continue the dialogue to create a binding mechanism to implement the Gulf initiative," Yasser al-Yamani told al Jazeera television.

The Gulf initiative would likely be implemented so that Saleh steps down at a new presidential election. He agreed three times to earlier drafts of the deal only to back out at the very last minute.

Regional power Saudi Arabia, which shares a porous 1,460 km border with Yemen, has been a key player in Yemen for decades, bank rolling Saleh's government to keep al Qaeda at bay and spear heading regional talks on a power transfer.

Some analysts say Saudi Arabia might not have let Saleh return unless a transfer deal favorable to Riyadh was likely.

But Gulf Cooperation Council Secretary General Abdbullatif al-Zayani flew to Sanaa this week to try and resurrect the deal and left after two days with nothing to show for his efforts.

The United States, Saudi Arabia and other powers fear al-Qaeda's Yemen wing could exploit the growing lawlessness in the country. Al Qaeda militants have already seized cities in a Yemeni province just east of a key oil shipping channel in recent months.

Hundreds of scientists packed an auditorium at one of the world's foremost laboratories on the Swiss-French border to hear how a subatomic particle, the neutrino, was found to have outrun light and confounded the theories of Albert Einstein.

"To our great surprise we found an anomaly," said Antonio Ereditato, who participated in the experiment and speaks on behalf of the team.

An anomaly is a mild way of putting it.

Going faster than light is something that is just not supposed to happen, according to Einstein's 1905 special theory of relativity. The speed of light ? 186,282 miles per second (299,792 kilometers per second) ? has long been considered a cosmic speed limit.

The team ? a collaboration between France's National Institute for Nuclear and Particle Physics Research and Italy's Gran Sasso National Laboratory ? fired a neutrino beam 454 miles (730 kilometers) underground from Geneva to Italy.

They found it traveled 60 nanoseconds faster than light. That's sixty billionth of a second, a time no human brain could register.

"You could say it's peanuts, but it's not. It's something that we can measure rather accurately with a small uncertainty," Ereditato told The Associated Press.

If the experiment is independently repeated ? most likely by teams in the United States or Japan ? then it would require a fundamental rethink of modern physics.

"Everybody knows that the speed limit is c, the speed of light. And if you find some matter particle such as the neutrino going faster than light, this is something which immediately shocks everybody, including us," said Ereditato, a researcher at the University of Bern, Switzerland.

Physicists not involved in the experiment have been understandably skeptical.

Alvaro De Rujula, a theoretical physicist at CERN, the European Organization for Nuclear Research outside Geneva from where the neutron beam was fired, said he blamed the readings on a so-far undetected human error.

If not, and it's a big if, the door would be opened to some wild possibilities.

The average person, said De Rujula, "could, in principle, travel to the past and kill their mother before they were born."

But Ereditato and his team are wary of letting such science fiction story lines keep them up at night.

"We will continue our studies and we will wait patiently for the confirmation," he told the AP. "Everybody is free to do what they want: to think, to claim, to dream."

He added: "I'm not going to tell you my dreams."

NASA says its derelict Upper Atmosphere Research Satellite is expected to make its final fiery plunge sometime on Friday afternoon ET and notes that "the satellite will not be passing over North America during that time period."

This afternoon's update suggests that Americans are not at any risk for injuries or property damage due to satellite debris. It also means they'll miss out on the fireworks.

For two weeks,?experts on orbital debris?have been telling people that the 20-year-old, bus-sized spacecraft would soon fall through the atmosphere and drop about two dozen pieces of debris on Earth ? but until today, there was too much uncertainty to?say exactly which day that would happen. In the morning update, NASA narrowed the time frame down to Friday. The forecast was refined further at 6:35 p.m. ET. But NASA said?it couldn't yet be any more precise than to say it'll be Friday afternoon, Eastern Daylight Time.

"It is still too early to predict the time and location of re-entry with any more certainty, but predictions will become more refined in the next 24 to 48 hours," NASA said.

The six-ton satellite's orbit is limited to between 57 degrees north latitude and 57 degrees south, spanning the?width of the world?between northern Canada and the tip of South America. In the past, Nicholas Johnson, the head of NASA's Orbital Debris Program Office, has estimated that the chances that any of the UARS debris would hit anybody were 1 in 3,200 ? which translates into a 1-in-20 trillion risk for any particular person.

NASA's Johnson told me today that he won't be recalculating the odds as the prediction becomes more precise. "At that point, we don't compute odds," he said.

NASA and its partners at the U.S. Strategic Command will be issuing updates on the timing at 24 hours before the expected fall, then at T-minus-12 hours, T-minus-6 hours and T-minus-2 hours ? and we'll be passing those predictions along. But even two hours before re-entry, experts won't be able to?project exactly where the debris will end up.

When UARS' predicament first came to light a couple of weeks ago, Johnson said the margin of error for the 500-mile (800-kilometer) fall zone would be somewhere around 6,000 miles, or a quarter of the way around the planet. The uncertainty arises because of a couple of factors: Solar outbursts, like the ones we've been getting over the past few weeks, lead to a faster decay of orbits for low-flying spacecraft. Also, the satellite is tumbling, which leads to unpredictable atmospheric-drag effects. Because there's no fuel left for orbital maneuvering, no one has any control over UARS' orbital course.

Most of the satellite will burn up in the atmosphere, but NASA estimates that about a half-ton's worth of fragments will survive re-entry and fall to Earth.?The computer models suggest that the biggest chunk would weigh about 300 pounds (150 kilograms), or as much as a refrigerator. Anyone who happened to be in the vicinity of the debris fall would see bright streaks in the sky, much like the fireworks seen when pieces of Russia's Mir space station fell to Earth in 2001.?

The most likely outcome is that the remnants of the UARS satellite?would fall into a desolate patch of ocean or an uninhabited stretch of land, far away from any witnesses or potential victims.?"Throughout the entire 54 years of the Space Age, there has been no confirmed report of anybody in the world being injured or severely impacted by any re-entering debris,"?Johnson noted two weeks ago.

A dead satellite the size of a school bus is getting lower and lower and will crash into Earth, NASA said. The best guess is that it falls on Friday. NBC's Brian Williams reports.

UARS was deployed from the shuttle Discovery in 1991, beginning a $750 million mission?to study the upper atmosphere and its interaction with the solar wind. In 2005, it was shut down and placed into a disposal orbit, and its altitude has been slowly decaying ever since. Now the descent is picking up speed: NASA said its altitude at 1:30 p.m. ET today ranged from roughly 120 to 130 miles (190 to 205 kilometers).

Nowadays, satellite operators lay out a well-defined?procedure for the safe disposal of Earth-orbiting satellites at the end of their lifetimes. In fact, NASA and its international partners are already devoting attention to what needs to be done when it comes time to get rid of the International Space Station, sometime after 2020. But back in the 1990s, when the UARS mission was launched, such issues were "really not given a lot of thought," Johnson said.

Get the Information You Need to Evaluate Stock Trading Software

In today?s market, investors are wondering if they should even buy stocks and if they can make money. The answer to both is ?yes.? Stock market trading is a wonderful opportunity now, with prices lower and volatility higher than in many years. Stock trading online has never been more popular.

Automated trading platforms, robotic trading programs, online day trading systems-there are many terms used to describe the stock trading systems that can help you to make a stock investment and to grow your money. Review the criteria below and understand your own personal preferences by talking with other stock traders. Identify the facts you need to compare programs. You?ll need a good understanding of the automated trading tools? features and costs before you make a decision.

Many types of companies offer stock trading advice and stock trading strategies. They run the gamut from educational programs that aim to teach you how to trade, to a list of recommended stocks to buy and sell at certain triggers, to brokerage firm proprietary software, all the way to fully automated robotic software. Prices can vary from thousands of dollars to less than $50 a month for some auto trading software. With such a variety, how do you choose? This article will guide you through the features and benefits of the programs that are available for online stock trading. We will not discuss trading software for options or Forex trading. Many of the programs are geared towards ?day traders,? who technically open long positions (buy) or short positions (sell short) and close these positions the same day. Not everyone who uses these programs closes out their positions by the end of the trading day?sometimes they hold their positions for days, weeks or months. We?ll call this ?active trading.? Sometimes this is also referred to as ?swing trading.?

The essential features of a stock trading program include a data feed for stock quotes and indicators, stock charts or charting capability of major indicators, current balance and positions and an order entry system. The order entry system should allow stop (loss) orders, stop limit orders and trailing stops. A trailing stop limit is similar to the stop (loss), except its loss will be measured from the stocks highest point achieved. The preferred method would be to keep the trigger prices in stealth mode, not viewable by the market makers, rather than as actual orders. Most automated trading software should include a watch list of the stocks to potentially trade based on the parameters the stock trader has entered.

Exchange Traded Funds (ETF?s) can be part of an efficient trading strategy. These are mutual funds that are traded intraday on the stock exchanges, unlike traditional mutual funds that are a basket of securities priced at the close of the market. Online stock trading systems should also include trading capabilities for ETF?s.

Other features to look for include safety measures that stock traders may take, such as establishing a profit goal?the minimum price increase a trader would expect a stock to gain before closing their position. Also highly desirable is a form of profit protection for your investments, which is the reduced profit goal. After the stock reaches its profit goal and continues to rise, the stock trading software should wait and let the profit increase. If the stock price decreases or pulls back, the online trading program should close the position and lock the profit. This pullback value should not have any effect before the profit goal is reached and is intended to improve stock performance. More sophisticated auto trading programs will also offer the percentage gain from stock trader?s entry price, and the trader can also specify a minimum amount in case the percentage gained is too low.

Check the Features and Ask Questions

Number of Technical Indicators ? There are literally hundreds of indicators that stock traders can use to determine which stocks to buy and sell and when. The most robust programs will offer hundreds of indicators for technical analysis, such as Bollinger Bands, and some will even include indicators for Candlestick Chart formations. Robotic programs use these indicators to set conditions under which online investing will occur.

Complexity ? Automated stock trading programs vary greatly in ease of use. Some online stock trading systems do require actual programming expertise. Others are simply point and click. Check out the online demo to see that it fits your level of comfort before making a commitment. Talk to others who are currently using the auto trading websites and check out their online communities for more comments.

Number of Long and Short Strategies Per Account ? Due to the size of the online trading platform, there may be a limit to the number of strategies that you can have loaded on each account. If you want to run, say two long trading strategies, then you may need two accounts. Also confirm if you have enough memory on your computer for two or more accounts. Experienced active traders may run two or more live long and short strategies, while having additional accounts for strategies that they are testing in a simulator mode.

Find Out How Advanced Your Software Can Be

Recommended Additional Features ? The best automated stock trading software will include additional features that active traders will find invaluable once they have begun automated trading.

Additional strategy and order entry features include the ability to add to a position as a stock goes up, or as the stock declines, as well as a minimum purchase interval that the stock price should drop before it begins purchasing additional shares. A maximum bid/ask range will also be helpful, as the size of the spread can directly impact a swing trader?s ability to make profitable trades.

If there are hundreds of indicators, as is the case with robotic traders, see if the definitions of the indicators are readily available. The definition or formula for indicators may vary from one electronic trading platform to another, so be sure you understand them first.

Recommend you have a program that displays current Profit and Loss (P&L) on your open positions and the status of the rules on your watch list. For example, if a stock on the watch list hasn?t traded, is there a feature where the trader can pull up the rules and indicators to see which one(s) is preventing the trade?

Some automated stock trading programs visually display the percentage of symbols up and down in each sector from the specified time frame to the current time so you can see how the market is turning. Does the platform include the ability to block certain symbols from trading? If you?re running a long trading strategy, you won?t want to be buying ETF?s that short the market.

Day traders will want automated trading software that tracks and displays the number of day trades remaining. Day trading is regulated by the SEC, so it?s important to understand if you will be day trading first.

Orders in Stealth Mode ? A standard feature of many trading software programs is the ability to enter limit, stop and stop limit orders. While it is important to have an exit strategy from your positions, telegraphing it to the institutional traders in the form of publicly viewed limits is not. It?s a little like poker?whoever can see all the hands has the advantage. Instead, newer programs allow the user to enter these price points in the auto trader system, but trigger a market order when the conditions are met. This is one advantage of a truly robotic stock trading program.

Automatically Executes Your Trading Strategy Even While You?re Away From Your Computer ? Very few stock market trading systems can actually do this. For those that do, it?s done based on the trader selecting technical indicators, comparison operators and numerical inputs that will activate opening, adding to, or closing stock positions. Essentially, it?s a rules driven software system. The trader can select from hundreds of historical indicators representing the stocks? previous conditions. The indicators should be updated daily using the latest data. Programs that can trade automatically are the cream of the online investing software crop. They take the emotion out of investing. Long time traders report that the simplest strategies, when left to run on their own for long periods perform best. The program should also have a manual override so the stock trader can manually place a trade as well. Specifically ask if the system has this capability. Many market themselves as ?automated trading? but are not truly automated.

Ability to Simulate Strategies In Real Time Before Running Live ? Most traders would agree that they?d like to ?test drive? a system before using it. Some programs allow this through ?back-testing,? in which the program uses past data to execute the trades and show you what they would have been. This is not always accurate, as there is much data needed to perform a thorough back-test and it?s nearly impossible to replicate all the circumstances with just the historical data. In addition, how the system performed in a market last month or last year does not indicate how it will perform in the here and now.

There are a few systems that allow the stock trader to simulate strategies, but this is done mostly with paper tickets, rather than through the software package. The best stock trading software will let you practice stock trading using a live real-time data feed during market hours. This is the preferred method, as it gives traders a very realistic view of how their trading strategy is performing and the ability to feel the highs and lows of daily trading without investing real money. If you can simulate trades, you won?t need to open an actual brokerage account until you go ?live? with real money. Ask if there is a limit on how long you can run in the simulation mode.

Shows You How to Create A Stock Trading Strategy ? There should be a step by step walk through to show novice traders how to create a trading strategy. Are there off-the-shelf strategies that are available for your use? Are there any fees involved or are they offered for free? Can you modify the off the shelf strategies? Note that firms should not be guaranteeing you a certain return. The best firms will have long and short stock trading strategies available at no charge and will allow the stock trader to create their own. Some firms will even allow you to copy strategies from a ?friends? list. One size does not fit all. If the company doesn?t tell you the details of the strategy or why they selected or recommend a certain stock, then it?s not advisable to use it. You may overpaying for ?proprietary? services and may be able to obtain free stock market tips and recommendations online that will perform comparably.

Tech Support and Customer Service ? The best automated stock trading software firms have an extremely high ?up-time? and are very rarely out of service. Check on the firm?s record?how often have they had outages? The software should be easy to install and should work with a variety of operating systems (Windows XP, Windows Vista, etc.). If you have questions, is there a knowledgeable and helpful staff to provide service? How quickly do they respond, if by email?

Commissions ? Trading commissions can eat into your profits if you are not careful about choosing a plan that fits your needs. Commissions can vary greatly from broker to broker, depending on the number of shares traded, whether the shares are in round lots of 100, price of the shares traded and the number of trades you place each month. Stock traders may even want to have more than one account if they have a trading strategy that normally trades 100 shares lots and another that trades 1000 share lots. It pays to read the fine print.

Number of Broker Choices ? If you have a proprietary brokerage software product, then you?ll only be able to trade through that firm. The best online trading includes the lowest commissions for the typical trades for each strategy that you use. There are other programs whose software has been integrated into the order placing functionality at a variety of brokerage firms. Commissions will be one consideration in choosing a firm. Another is the margin rates. If you choose to have a margin account and borrow against the value of your securities to open more positions, you will be charged margin interest. Rates will vary by firm. Typically, firms with the lowest commissions won?t pay you interest or offer a money market fund for your uninvested cash. This is how they keep their costs down. If you anticipate having extra cash that you won?t use for trading, you may want to keep it in another account where it can earn more. You should also check if there is a minimum to open an account or a minimum number of trades required.

Check the Costs and Software Support

Initial Software Fee and Monthly Fees ? Ask is there is an initial fee to buy the software package. Is it thousands of dollars? If so, find out what you are really getting. Much of what you can obtain from some of these programs can be found in inexpensive books or on the Internet for free. Is there also a monthly fee? If so, what does it cover? In reviewing online trading services, more expensive software is not necessarily better. Some active investing services are less expensive because they have more subscribers.

Data Feed Fee ? Does the program include real time data feeds for stock quotes and indicators? Is there an extra fee for this or is it included in the basic monthly fee? This is the biggest component cost in developing automated stock trading programs. Or, is the data delayed by 20 minutes? Is it only the end of day data? If so, even in a simulation, old data is not good data. Many brokerage firms offer free Level II quotes to qualified active traders who trade a specified number of trades each month.

Stock Charts Fee ? How will you review the major indicators that you?re using to make trading decisions? Some programs include stock charts with their fee, others charge a separate fee for it. Depending on the platform you choose, you may or may not need a charting package. Find out how much is it and how much you can customize the stock charts to track your favorite indicators.

Ongoing Support Fee ? Ask is there are any other fees. Hidden fees will definitely each into a stock trader?s profits. If you?re not in the market to make money, then you shouldn?t be in the market.

Long Term Contract ? Is the fee you?re paying upfront for a year?s contract? If so, is it automatically renewed every year?

Training Fee ? Find out if there is a separate training fee. For programs that market themselves as financial educators, there will be a fee, sometimes hundreds or thousands of dollars, as this is how they make their money. The best automated stock trading software programs provide free training.

Training Formats ? Is the training in the form of a live seminar? Webinar? Are there extra materials such as DVD?s that you must buy to find out all the information advertised? Or, is live training available in the company?s office?

Minimum to Invest ? Brokerage firms have their own minimums but there are also account minimum balances required by the Securities and Exchange Commission (SEC) for what it calls ?pattern day traders.? A day trade occurs when a trader opens and closes the same position in a margin account on the same day. A pattern day trader is any person who executes 4 or more day trades within 5 business days in a margin account, provided the number of day trades is more than 6% of the total trades in the account during that period. All pattern day traders must maintain a minimum of $25,000 in equity at all times.

System Requirements ? The more robust the trading system, the greater the memory requirements. Check this before you sign up or purchase a new computer. If you sign up for more than one account, will your machine have enough RAM to run both or will you need to purchase an extra computer or more memory? If you have a Mac, ask if the software works on Mac, as not all do. You may want to have one computer dedicated only to your automated stock trading programs and not run other word processing or spreadsheet programs.

Reports ? The best automated stock trading software will include a reports function, that allows the stock trader to pull up trades by time frame, security, long vs short, open vs. closed and P&L. For truly active traders, this information is an easy way to track trading for tax purposes.

Trading Strategy Statistics- In addition to Reports, another great feature is strategy statistics. They will tell the serious stock trader the number of trades executed and break them down by profitable vs. unprofitable over various intervals. Reviewing the strategy accuracy increases the odds that a stock trader will be profitable.

Online Trading Community ? Trading platform developers who are truly proud of their work welcome comments and questions from users. Take some time to read their stock trading forum and see what other stock traders are saying. There are even a few automated stock trading programs that will take requests for additional indicators from their users.

Take the Right Steps as You Choose Stock Trading Software

Be wary of those who tell you that you must follow their stock trading system using only their tools. This is about you having control over your financial future. There are as many successful stock trading strategies as there are active traders. Experiment, talk to others and do research. You will find what works best for you.

Use caution when signing up for anything long-term, even if a 30-day free trial is offered. Some firms may request a large down payment or full payment in advance and pressure you on the spot, promising a discount if you sign up immediately. Some consumers have reported difficulty in obtaining refunds even when they have followed the procedures exactly.

All those rules being met, many travel insurance plans still require you to purchase an optional sports rider for coverage to be available. That being said, if you do all those things and you are injured or become ill on your trip, then your travel medical coverage will kick in to the plan limits.
