PANAMA CITY -- A 26-year-old Panama City woman was arrested Monday after police discovered a dead cat and four living animals in the residence she had moved out of.
Meghan Ann Matthews is charged with animal cruelty after police found a dead cat, three live cats and a live dog in her former home on W. 14th Street. Police searched the home after smelling a strong odor coming from the residence and seeing the dead cat through the window.
