Not before the family is approved. Sometimes a court order is required for an ICPC and the information would then be filed with the court, but where I am such hearings last for about two minutes and I seriously doubt the foster parents would be notified. If the family passes the home study, then it would be discussed in court.

Where I am, there are three TPR-related hearings:
1)TPR Advisory Hearing: basically informs parents the court is seeking TPR
2)TPR Pre-trial Hearing: mostly administrative to ensure that all the attorneys and parties are where they should be with paperwork, filings, etc.
3)TPR Trial: the actual trial with testimony pertaining to the best interests of the child.

I don't know if it's the same where you are. Where I am, foster parents would not be expected to attend the first two hearings, but might be called to testify at the third.
